Assistant Team Leader, Mid-Term Evaluation of ANKA JIKO Activity USAID Mali Monitoring, Evaluation, and Learning (MEL) Platform Social Impact, Inc. Objective On November 10, 2022, USAID/Mali awarded the five-year Monitoring, Evaluation, and Learning (MEL) Platform contract to SI. The USAID/Mali MEL Platform will assist USAID/Mali and its partners to generate empirical data and to foster learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Mali to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201. The Anka Jiko Activity is a five-year initiative aimed at improving access to sustainable water supply and sanitation services. It also seeks to enhance the framework for the sustainable delivery, operation, and maintenance of these services. The program targets the Sikasso, Bougouni, and Koutiala Regions and is implemented by Tetra Tech ARD (the Contractor), with support from subcontractors CARE International (CARE) and SEGURA Consulting (SEGURA). The goal is to provide 185,000 people with new or improved water services and to grant 35,000 people access to safely managed sanitation services. The purpose of this evaluation is to assess the extent to which the Anka Jiko Activity is making strategic, operational, and sustainable progress toward its objectives. Position description SI is seeking Assistant Team Leader (ATL) to support the Mid-Term Evaluation of Anka Jiko Activity Evaluation. This position requires field visits within Mali. Local/Malian candidates who meet the specified qualifications are highly encouraged to apply. The sector specialist / ATL shall have a Master’s degree in rural development and extensive experience- at least seven years evaluating projects in WASH areas, preferably in Mali. Experience in qualitative research methods is preferred. Work experience with USAID will be an asset, and fluency in French is required. Fluency in English is preferred. Responsibilities Under the supervision of the MEL Platform MEL Specialist in Mali, the ATL will work directly with the Evaluation Team Leader (TL) to design and implement the evaluation. Under the supervision of the MEL Platform MEL Specialist in Mali, the ATL will work directly with the Team Leader (TL) to design and implement Anka Jiko’s Mid-term Evaluation. The Assistant Team Leader will also work with the MEL Platform Evaluation and Survey Services management team (Senior Evaluation specialist SES and the project Manager PM) in Bamako, and SI-HQ Project Director (PD). The ATL will contribute to the overall implementation of the evaluation including the timely production of high-quality deliverables in conformity with the SOW. The responsibilities include: Provide sector-specific expertise in WASH in Mali; Contribute to the development of the desk review, evaluation design, including methodology, instruments, work plans, design report, draft evaluation report, and final evaluation report considering feedback from USAID and MELP after presentations and workshops; Support the TL in performing desk review and identifying additional information required for analysis; Oversee and support training of local data collection firm and supervise this activity; Facilitate the work of the local data collection firm mobilized to support data collection including in hard-to-reach areas; Support the TL in the technical review of the local data collection firm’s processes for cleaning coding, analyzing qualitative data; Assist the TL in the preparation and presentation of the ex-post evaluation design and key findings to USAID together with the evaluation team; Provide written responses to USAID comments on the draft report and support; Complete other tasks aimed at successfully completing the evaluation, as assigned by the Team Leader; Work collaboratively with team members. Qualifications Master’s degree in rural development, or another related field; Extensive experience-at least seven years in the WASH sector, preferably in Mali; Experience in coordinating evaluations is preferred; Excellent organizational skills; Work experience with USAID will be an asset; Fluency in French is required; Fluency in English and local language is preferred Period of performance : The anticipated period of performance on or about December 2024 to August 2025 Level of Effort The level of effort for this assignment is approximately 45 days The deadline for application is November 30, 2025.
