Team Leader, Mid-Term Evaluation of ANKA JIKO Activity USAID Mali Monitoring, Evaluation, and Learning (MEL) Platform Social Impact, Inc. (SI) is a global development management consulting firm. Objective : On November 10, 2022, USAID/Mali awarded the five-year Monitoring, Evaluation, and Learning (MEL) Platform contract to SI. The USAID/Mali MEL Platform will assist USAID/Mali and its partners to generate empirical data and to foster learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Mali to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201. The Anka Jiko Activity is a five-year initiative aimed at improving access to sustainable water supply and sanitation services. It also seeks to enhance the framework for the sustainable delivery, operation, and maintenance of these services. The program targets the Sikasso, Bougouni, and Koutiala Regions and is implemented by Tetra Tech ARD (the Contractor), with support from subcontractors CARE International (CARE) and SEGURA Consulting (SEGURA). The goal is to provide 185,000 people with new or improved water services and to grant 35,000 people access to safely managed sanitation services. The purpose of this evaluation is to assess the extent to which the Anka Jiko Activity is making strategic, operational, and sustainable progress toward its objectives. Position description: SI is seeking a Team Leader (TL) to lead Mid Term Evaluation of Anka Jiko Activity. The TL is ultimately responsible for the overall management of the Evaluation team and final products, in conformity with this Scope of Work. The TL must be an experienced evaluation expert, with a documented track record of 10 years of experience in evaluation. The TL shall also have demonstrated experience in evaluating WASH activities. The TL shall have a master’s degree in social science (population and demography), public health, or another related WASH field, and will possess excellent writing and interpersonal skills. The TL will be responsible for planning the evaluation, coordinating its implementation, assigning responsibilities and tasks, and authoring the final evaluation report. S/he must be fluent in English and French. Work experience with USAID will also be an asset. Responsibilities : Under the supervision of the of the MEL Platform Senior Evaluation Specialist in Mali, the TL will work directly with the MEL Platform Evaluation and Survey Services management team (Senior Evaluation specialist SES and the project Manager PM), and SI-HQ Project Director (PD) to design and implement Mid Term Evaluation of Anka Jiko Activity. The TL is ultimately responsible for the overall management of the Evaluation team and final products, including the timely production of high-quality deliverables associated with this assignment in conformity with this SOW. Responsibilities include : Plan the evaluation, coordinate implementation, assign responsibilities and tasks, and coordinate writing the final Evaluation report. Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise. Oversee and participate in desk review and identify additional information required for analysis. Coordinate, collaborate with and oversee the locally hired evaluation team members to conduct data collection; and collect data from national level stakeholders. Coordinate local data collection firm’s work supporting data collection, including in hard-to-reach areas, including reviewing the data collection firm’s processes for cleaning qualitative data; Oversee and lead the coding, treatment, and the analysis of collected data. Prepare all PowerPoint presentations and lead presentations of these deliverables. Lead all deliverable development: work plan, evaluation design (including methodology, and instruments), In-brief and Out-brief, draft Evaluation Report, and final Ex-post Evaluation Report. Qualifications : Master’s degree in social science (population and demography), public heath, or another related WASH field Experienced evaluation expert, with a documented track record of 10 years of experience in evaluation. Demonstrated experience in evaluating WASH Experience working on similar USAID or other donor-funded programs; familiarity with USAID regulations and policies preferred. Familiarity with USAID evaluation related regulations and policies, preferred. Excellent analytical skills and demonstrated expertise in planning, facilitation, and consensus building Excellent interpersonal skills, including experience successfully interacting with USAID or other donors, Implementing Partners, host government officials, civil society partners, and other stakeholders Excellent team leadership and management skills. Excellent organizational skills and ability to keep to a timeline. Possess excellent writing skills. Professional level English and French required. Period Of performance: The anticipated period of performance on or about December 2024 to August 2025 Travel to Mali is required Level of Effort : The level of effort for this assignment is approximately 60 days The deadline for application is November 30, 2025.
