Financial Assistant, All Interested Applicants

Duties
The Financial Assitant has the primary responsibility for financial planning, budget formulation and reporting for a portfolio of allotments. The incumbent obligates funds using the Department of State(DOS) financial management systems, analyzes expenditures and advice of allotments to report regularly to budget holders on the status of their funds. Reviews accounting obligations in conformance with Government regulations and monitors funding availability. Examines and reviews vouchers for legality of transactions and validity of fiscal data. In addition, the incumbent prepares and submits monthly accounts receivable invoices to employees and agencies. This position receives supervision from the Financial Specialist.
Qualifications and Evaluations
- Requirements:
- EXPERIENCE: Minimum of four years experience in the areas of budgeting, accounting or auditing out of which two years of budget experience with the U.S Government is desirable.
JOB KNOWLEDGE: Self familiarization with the Foreign Affairs Manual volumes III, IV, and VI and FSC Manual operations.

SKILLS AND ABILITIES: Must be able to demonstrate a high level of expertise in budgeting, forecasting and financial analysis; strong leadership and communication skills; must have strong supervisory skills in hiring, mentoring and developing staff to ensure effective performance; and advanced IT skills in MS Word and Excel are required.
