Overview:
University Research Co., LLC (URC) is searching for an experienced Director of Monitoring, Evaluation, and Learning/Knowledge Management (MEL/KM) for the USAID Mali Household and Community Health (HCH) / Keneya Nieta (KN) Activity. The purpose of this Activity is to sustainably reduce maternal, newborn, and child mortality and to increase individual and household adoption of healthy behaviors and demand for and use of health services in the regions of Mopti, Segou, and Sikasso by increasing the capacity of Malians to plan, finance and manage their own health at the individual, household, and community levels. This five-year activity targets 26 districts in Mopti, Segou, and Sikasso regions.
Responsibilities:
The Director of Monitoring, Evaluation, and Learning/Knowledge Management (MEL/KM) will provide technical leadership, oversight, and strategic direction for MEL/KM activities for the Mali HCH Activity. S/he will provide direction and oversight to the MEL team across the HCH main and regional offices. S/he will ensure that the annual MEL plan aligns with and supports monitoring and evaluation of all HCH interventions toward achieving the overall HCH goal of strengthening the ability of individuals, families, households, and communities to plan, finance and manage their own health in the target regions. S/he also will lead the technical support to implement the community census and community registry.
Specific responsibilities include the following:
- Implement the HCH Activity MEL / KM system and monitor key activities to document results and achievements.
- Lead the process and support the deployment of the community census and the training / coaching of community health workers on the community registry.
- Oversee the development and implementation of the KN adaptation of the community health toolkit (CHT by Medic) and the development and implementation of the KN/DHIS2 monitoring system.
- Follow up on the collection and sharing of census and community registry data in collaboration with VIAMO and on KN/DHS2 in Mali.
- In collaboration with the regional MEL Officers, supervise the collection, analysis, and communication of district community data to inform programming at the regional and national level.
- Coordinate the routine data quality assessments at community district level, batch quality assurance sampling (LQAS) and Difference in Difference (Diff-in-Diff) studies.
- Coordinate the quarterly download and use of SNIS (DHIS2) data for all relevant KN performance indicators and analyses.
- Plan and implement MEL / KM activities at community level in the regions
- Work closely with the regional and national teams to monitor the HCH Activity targets and indicators, analyze and present data at monthly and quarterly review meetings, and prepare data summaries for sharing data periodically.
- Design and maintain a system to track the availability of SIS / G tools at the appropriate levels,
- Build the capacity of community, district, and regional teams to understand the indicators of the project’s annual MEL / KM plan and explain the objectives of activities within the regional and district teams.
- Provide technical advice on MEL / KM to regional and district teams; and
- Support the dissemination and sharing of lessons learned, best practices, achievements, and products in reports, at conferences and meetings, and through other channels.
Additional and other responsibilities may include, but are not limited to:
- Other tasks consistent with the nature of this position.
- As needed, attend, and represent the organization in various events, seminars, and functions.
Knowledge, Skills, and Abilities :
- Demonstrated experience in using the CLA framework and a Collaborative Learning Agenda to inform adaptive management and implementation throughout the life of a project;
- Strong technical knowledge of traditional and innovated MEL methodologies and good knowledge of community-level health systems in Mali including community- and household-level data related to finance, governance, and oversight;
- Demonstrated experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators and lot quality assurance sampling (LQAS);
- Demonstrated experience in building capacity of community social groups to analyze and interpret relevant data to improve community-based interventions;
- Demonstrated ability to organize, analyze, and interpret large amounts of data and clearly present it to decision maker as well as effectively communicate results and impact to a variety of audiences;
- Knowledge and skills in the use of epidemiological and other data in the design, implementation, and M&E of SBC and community-based activities;
- Ability to develop and implement modern and innovative system of collecting and analyzing real-time household-level data and use it to make improvements to project implementation;
- Proven ability to work independently and with team members and partners at all levels
- Strong analytical and conceptual skills and the ability to think and plan strategically;
- Proven ability to obtain, analyze, organize, and interpret relevant data and use it to assess and recommend adaptations to FP, MNCH or nutrition programs and for strategic planning of policies and programs.
- Strong oral and written communication skills, including proof of quality in writing reports and presentations.
Qualifications:
Required Experience and Qualifications
- Minimum of a master’s degree in Public Health, Monitoring & Evaluation, Demography, Biostatistics, Epidemiology, or a related field;
- Minimum of 10 cumulative years of demonstrated experience with progressively increasing responsibility establishing/designing traditional and innovative MEL systems, tools, and activities and managing data-intensive complex health programs and with country-level programming, especially in community health and in one or more of the following areas: family planning, MNCH, nutrition, water, sanitation, and hygiene, immunization, and malaria. An equivalent combination of education and experience may be considered.
- Experience working in Mali and/or in similar contexts in sub-Saharan Africa preferred;
- Experience with USAID and / or other donor projects;
- Strong oral and written communication skills in French and English, including evidence of quality report writing and presentations.
- Demonstrated ability to set priorities, multitask and work collaboratively and independently as well.
