GRADE LEVEL: 26,540,458 – 41,137,714 FCFA equivalent to FSN-12. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Mali. Final compensation will be negotiated within the listed market value.

This position is located in USAID/Mali’s Program and Resource Management (PRM) Office which serves as the “nerve center” of the Mali Mission. PRM is responsible for guiding and coordinating program cycle activities such as strategy development, project and activity design; creation of guidance and public communication materials; monitoring, evaluation and learning; coordination with USAID/Washington on planning, budget, and reporting; and assuring compliance with the provisions of the Automated Directives System (ADS) related to the program cycle.

The position is meant to provide critical leadership and capacity to an office that is reorganizing itself as both a service provider and advocate for USAID/Mali while playing the role of interlocutor with USAID/Washington on budget, strategy, and reporting to inform and advance the Agency’s global goals.  The reorganization plan includes two Deputy Director positions; this particular job description focuses on budget, reporting, analysis, gender, and information management.


Supervisory Budget Planning and Management (40%) 

The Deputy Director, Analysis and Management, manages the collaboration and coordination of numerous budgeting, planning, and reporting requirements under USAID’s Program Cycle, including managing USAID/Mali’s program budget; coordinating multi-year program planning, budgeting, and reporting; and developing and amending USAID/Mali’s Development Objective Agreement (DOAG).

The incumbent develops new FY program budgets; provides budget management to include creation and maintenance of detailed carry-over, new fiscal year, no-year, and performance fund budget tracking; reconciles Mission and USAID/Washington budgets, allowances, and obligation figures; determines yearly de-obligations; tracking of receipt and use of funds by the Mission; manages Mission pipelines to ensure they remain within Bureau and Agency guidelines; creates and maintains the mortgage chart for current and planned activities and projects; and other related tasks.

The Deputy Director also serves as the Mission’s point of contact on all program budget matters; trains and advises activity managers and other Mission personnel on funding and obligation requirements; monitors each Technical Office budget; participates in annual Portfolio/Strategy Reviews and activity reviews, including preparing analyses and resource recommendations for these reviews; and manages the development of Program Design and Learning budgets for each Office.

Reporting (30%)

The incumbent plays a leading role for ensuring essential Mission-wide program planning and reporting operations, including the Mission Resource Request (MRR), the Operational Plan (OP), Performance Plan and Report (PPR), Congressional Notifications (CN), as well as data calls from USG stakeholders in Washington.

Further, the incumbent manages all data needed to maintain historical and current records of activities funded by the Mission; identifies, collects, and compiles information for regular and ad hoc budget reports, interpreting financial information and briefing Mission management on trends and issues; maintains summary materials on resource planning, utilization, and linkage to results for use in presenting and explaining the Mission resource situation, and how overall planning, achieving, and results reporting works; and, manages the preparation of documents for the financial sections of regular and ad hoc reports and presentations, including CNs, annual budget requests.  To this end, the incumbent will also manage information systems such as program location and implementation data, mapping of donor activities, and similar information, and draw on these systems to report on USAID activities for a wide range of internal and external stakeholders.

Government and Donor Coordination  (20%)

The Deputy Director, Analysis and Management, supports and contributes to Mission Senior Management’s host government and donor coordination efforts.  The incumbent will develop and maintain relationships with counterparts, at appropriate levels, in host government and donor agencies. Key tasks include coordinating with host government counterparts to develop and amend the DOAG; communicating and reporting budgetary information to host government and donors; and leading USAID/Mali’s activities to support the donor community’s Executive Coordination Group (GEC) and its sub-entities.

Policy Adherence and Gender Coordination (10%)

The Deputy Director, Analysis and Management, oversees the Mission’s adherence to USAID policies related to programming.  The incumbent ensures that Mandatory Analyses (e.g., gender, environmental, climate-risk) are conducted for all project and activity design actions.  To this end, the incumbent closely collaborates with the Mission’s Gender Working Group to build the capacity of staff to conduct gender analysis and incorporate gender into design and operations.

In addition, the Deputy Director, Analysis and Management supervises the Mission Environmental Officer, oversees environmental compliance actions, and advances the systematization of environmental compliance in USAID/Mali programming.

The contractor is eligible for temporary duty (TDY) travel to the United States, or to other Missions abroad, to participate in the « Foreign Service National » Fellowship Program, in accordance with USAID policy.


Education: A Master’s Degree in a relevant field, such as accounting, economics, public administration, business administration, management, social sciences, development, or a related field is required. 

Prior Work Experience: At least seven years of progressively responsible, professional-level experience in program planning, budgeting, management, and analysis or closely related work is required, with preference given to work experience and development program and/or project implementation. At least three years of this experience should have been in development-related trade work for USAID, other donor agencies, Government of Mali organizations, or private-sector institutions which included budget planning and management, program/project/activity design, performance monitoring, and/or the analysis and interpretation of large amounts of data.  Prior USG experience is preferred, but not required. 

Language Proficiency: Level IV (fluent) in written and spoken French and English is required.  

Job Knowledge: The work requires substantial knowledge and understanding of budgeting principles, practices, and reporting, and a solid understanding of budget management. The incumbent must have professional-level knowledge of modern development principles, concepts, and practices, especially as they relate to program budgeting, program management, etc.  A thorough knowledge of Government of Mali institutions, legal and regulatory environment, policy directions, objectives, and priorities relating to the functional area (such as gender issues); and a sound knowledge of the political, economic, social, and cultural characteristics and developments is required.  In addition, the incumbent must have, or be able to quickly gain, a good knowledge of USAID policies and regulations, procedures and methodologies, and documentation and reporting requirements; and a good understanding of the administrative procedures and operations of major donors and non-governmental organizations.

Skills and Abilities: The work requires outstanding organizational skills and the ability to multi-task, handle stressful situations, and meet firm deadlines, and the ability to convince colleagues and counterparts to make specific actions and activities a priority. Excellent interpersonal, communication, and teamwork skills are required; and the ability to explain the wide array of applicable rules, regulations, and policies governing assigned activities, clearly and concisely, to other USG staff, contractors, grantees, and key Government of Mali counterparts is necessary.  The incumbent must be able to establish and maintain productive and professional relationships with relevant USG and host government partners, as well as command respect and engender cooperation among peers, superiors, host-country counterparts, and subordinates.  The work requires outstanding written and spoken English and French, and the ability to communicate clearly through frequent verbal reports and presentations.  The incumbent must be able to perform planning and analytical budget work; analyze financial records and determine the need for various types of entries and adjustments; record, reconcile, and balance accounts; and, to relate the purpose and objectives of programs/projects/activities to their costs and fiscal requirements.  Finally, as this is a supervisory position with up to three direct reports, supervisory skills are also required.
