Deputy Country Director – Mali
Sasakawa Africa Association (SAA), an international non-profit organization, has formalized a partnership in a Memorandum of Understanding with the Government of Mali since 1996. This partnership aims to implement agricultural extension programs aimed at improving the means livelihoods and incomes of smallholder farmers in the country.
The Deputy Country Director (DCD) will have overall strategic and operational responsibility for staff, programs and delivery of their assignment. The Deputy Country Director assists the Country Director in overseeing the development of strategic partnerships, fundraising and communication.
The Deputy Country Director (DCD) reports technically and administratively to the Country Director.
- Lead program development at the country level to ensure that country program goals, objectives and activities are properly aligned with the overall SAA work plan, and that appropriate expertise is leveraged in right time.
- Provide oversight and quality assurance of project implementation, including capacity building, and ensure impact to the satisfaction of key stakeholders and following SAA financial standards and monitoring protocols and funders.
- Coordinate, supervise and monitor all activities related to business development;
- Participate in consultation with local authorities to present the objectives and purpose of the organization and agree on the terms of coordination;
- Lead the formation of innovative and mutually beneficial partnerships that will increase the impact of SAA interventions. This includes developing a partnership framework and taking the lead in mobilizing additional resources to supplement core funding.
- Ensure that SAA organizational policies and regulations are in place and are in full compliance with national laws.
- In collaboration with the Country Director, strive to monitor donor trends and acquire complementary projects that are synergistic with the core program.
- Support the Country Director in providing administrative and fiduciary oversight of Country Program staff, assets and finances in relation to all aspects of SAA’s operations in the country.
- Drive innovation of SAA products and services: facilitate evidence-based learning, documentation and knowledge development in collaboration with SAA’s global team and partners.
- Assist the Country Director in developing an achievable plan for smooth operation and ensuring financial viability of SAA and high-quality project design.
- Ensure that required technical, financial and other reports are produced in a timely manner and to high quality standards.
- Assist the Country Director in preparing periodic country progress and annual reports required by SAA management, donors and other stakeholders
- Build partnerships and maintain excellent relationships with donors, partners, local governments, businesses, policy makers and other relevant stakeholders
Expertise and qualification required:
The position requires someone who brings a fair and thoughtful approach to management, combined with the flexibility and courage to change direction and experiment with new initiatives. Qualifications required but not limited to include:
- Minimum of an MA/MSc degree in agro-industry, agricultural economics, agricultural extension, agronomy or any other related field; with more than 10 years of relevant experience in management and NGOs.
- Demonstrated success in building relationships with public sector officials, private sector partners, donors, NGO partners (local and international) operating in Mali and other diverse stakeholders to foster a broad community support.
- Strong leadership skills in areas such as promoting teamwork; developing and motivating others; facilitation; coaching; change management; conflict resolution; initiative and flexibility.
- Ability to demonstrate support for innovation and organizational change needed to improve organizational effectiveness;
- Knowledge and experience in organizational management.
- Ability to understand macro development issues and develop strategic recommendations.
- Knowledge and solid experience in the development of agricultural value chains, smallholder farmers’ access to markets and finance, and entrepreneurship.
- Solid experience in developing project proposals and writing reports
- Excellent written and verbal communication skills
- Fluency in French and English
- Strong oral, analytical, writing and presentation skills
