Organizational Capacity Development Consultancy – USAID Mali Monitoring, Evaluation, and Learning (MEL) Platform

Project Objective

On November 10, 2022, USAID/Mali awarded the five-year Monitoring, Evaluation, and Learning (MEL) Platform contract to SI. The purpose of the MEL Platform is to provide technical and advisory services to design and carry out various monitoring, evaluation, and learning activities for USAID/Mali. This contract has three major components: 1) USAID/Mali monitoring support through a Third-Party Monitoring (TPM) mechanism; 2) Evaluation Services and Surveys; and 3) Collaborating, Learning, and Adaptive Management and Communication Services.

The MEL Platform will assist USAID/Mali and its partners in generating empirical data and fostering learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Mali to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201. The principal customers for this MEL Platform contract will be USAID/Mali staff, other USG agencies, USAID implementing partners, Malian Government counterparts, and relevant offices in USAID/Washington.

Position Description

SI is seeking consultants to support capacity development for five MEL local firms in Mali. This consultancy requires in-person work as training sessions will be held in Bamako. International consultants specializing in Organizational Capacity Development that meet the specified qualifications are encouraged to apply. The tentative period of performance (POP) for this consultancy is June 1 – November 30, 2024, and the expected level of effort (LOE) is 60 days.

Responsibilities

Under the supervision of the MEL Platform Chief of Party (COP) in Mali, the selected consultancy firm will work directly with the Senior Learning Specialist in Bamako and Social Impact HQ Technical Advisors to design and implement this capacity development activity.
The consultant is ultimately responsible for designing all training modules and develop the capacities of Malian MEL firms on the following modules:

  1. Governance and legal structure
  2. Financial management and internal control systems
  3. Administration and procurement systems
  4. Human resources systems
  5. Program management
  6. Project performance management
  7. Organizational management and sustainability

Other responsibilities include:

  • Leading the development of all required organization development modules in line with USAID’s requirements for NUPAS
  • Delivering all training sessions within the agreed timeline
  • Working collaboratively with MEL Platform team members throughout design and implementation of the capacity development
  • Developing and submitting a report for each session held

Qualifications

  • Master’s degree in Business Administration, with a focus on Organizational Development or related area
  • Minimum of ten (10) years of relevant experience working on capacity development.
  • Demonstrated knowledge in the design of effective curriculum and instructional approaches on organizational capacity development
  • Experience working on similar USAID or other donor-funded programs, familiarity with USAID regulations and policies preferred.
  • Excellent analytical skills and demonstrated expertise in planning, facilitation, and consensus building
  • Excellent interpersonal skills, including experience successfully interacting with USAID or other donors, Implementing Partners, host government officials, civil society partners, and other stakeholders
  • Excellent team leadership and management skills
  • Excellent organizational skills and ability to keep to a timeline
  • Professional level English required; French proficiency is strongly preferred
