ATA SPEAR AND LOGISTICS LIAISON COORDINATOR, All Interested Applicants

Duties
To provide logistical support and coordination between the Embassy and the Host Nation for the $2 million plus, Anti-Terrorism Assistance (ATA) Special Program for Embassy Augmentation Response (SPEAR) -Mali. Incumbent maintains SPEAR facilities and accounts for equipment used for the Quick Reaction Force and liaises with the Malian National Guard and other Government of Mali (GOM) security partners. Incumbent assists the SPEAR Mentor with all related activities to include support of visiting ATA SPEAR instructors in the delivery of training courses. Incumbent will report directly to the SPEAR Assistant Regional Security Officer (ARSO).
Assist the SPEAR ARSO in building an effective partnership and improving liaison with the National Guard and other GOM security partners. This will include the regular interaction with a Unit Commander to give guidance and coordination regarding the activities of 50 National Guard officers assigned to support the SPEAR QRF used to protect the U.S. Diplomatic Mission and supplement the Close Protection Officers .
Qualifications and Evaluations
- Requirements:
- EXPERIENCE: Three (3) years prior work experience in security, logistics, personnel management, and project implementation and/or coordination with law enforcement, military, judicial or international organizations is required.
JOB KNOWLEDGE: Good knowledge of Malian civilian security organizations, basic security principals, and a general understanding of the US Embassy’s mission and function in Mali. Position should have knowledge of the structure and function of the GOM training partners and security units.

- A University degree in International Relations, Public Administration, Security, Management, Human Resources or Criminal Justice is required.

- LANGUAGE:
English: Good Working Knowledge – Good vocabulary and understanding of grammar and able to construct sentences. Able to use English as part of normal work duties including having conversations with customers and answer questions.

French: Fluent – Able to use the language fluently and accurately, making only minor errors of pronunciation and grammar. Able to conduct all work in French. Almost as proficient in French as in your native language.

Bambara: Fluent – Able to use the language fluently and accurately, making only minor errors of pronunciation and grammar. Able to conduct all work in French. Almost as proficient in French as in your native language.

SKILLS AND ABILITIES: Must be able to demonstrate a high level of expertise in budgeting, forecasting and financial analysis; strong leadership and communication skills; must have strong supervisory skills in hiring, mentoring and developing staff to ensure effective performance; and advanced IT skills in MS Word and Excel are required.
