Duties
The incumbent examines and reviews complex invoices and supporting documentation from a variety of sources to ensure compliance with terms of original contract or authorization for more than 25 agencies subscribed to post ICASS services. Ensures legality of transactions and that invoices and other documents are processed timely, accurately and in accordance with Department of State policies and regulations as well as ensuring compliance with the Prompt Payment Act. The incumbent ensures that funds are available to process transactions. Reconciles transactions with financial reports to ensure documents have been processed.
Qualifications and Evaluations
- Requirements:
- EXPERIENCE: At least two years of experience in voucher examining, accounting, or related financial work is required. Experience should include accounts maintenance, bookkeeping, accounts payable, accounts receivable and cash management.
JOB KNOWLEDGE: Sound knowledge of appropriation and allotment bookkeeping and accounting procedures and practices related to Government, or international organization activities including generally accepted accounting principles.

- Completion of University Studies or equivalent is required.

- LANGUAGE:
English and French: Good Working Knowledge – Good vocabulary and understanding of grammar and able to construct sentences. Able to use English and French as part of normal work duties including having conversations with customers and answer questions.
This may be tested.
Bambara: Limited Knowledge of Bambara – Reasonable confident in speaking Bambara and able to handle social situations and casual conversation and limited work requirements. Able to write simple texts and fill out forms.
This may be tested.
SKILLS AND ABILITIES: Comprehension and application to the voucher examination process detailed regulations and procedures. Proper analysis of accounting records to determine the need of entries and adjustments ; to reconcile and balance accounts. Use of Excel spreadsheets and other software packages.
Excel proficiency will be tested.
